Jerusalem is in an uproar!
The Roman Commander and his soldiers ran!
	When the soldiers arrived, the crowd became quiet... but the anger was not cooled.
Why was Paul arrested? The crowd was the problem. (v.38)
"When Paul reached the steps, the violence of the mob was so great he had to be carried by the soldiers." (21:35)
