The Holy Spirit Question!

Why did the apostles go to Samaria?
"When they arrive they prayed for them that they might receive the Holy Spirit, because the Holy Spirit had not yet come upon any of them; they had simply been baptized into the name of the Lord Jesus"
(Acts 8:15,16)
This is very interesting?
According to Act 2:38, all believers receive the Holy Spirit when they are baptized.

He saw that the power to do miracles came when the apostles laid their hands on believers. He noticed that Philip, the evangelist who had performed miracles, could not pass on the same power.
This power was not a matter of salvation.

What happened when Simon tried to buy the power to do miracles?
