Read the actual text of Judges chapter 1.

The Israelites did not finish the job God gave them!
"You must destroy all the peoples the Lord your God gives over to you. Do not look on them with pity and do not serve their gods, for that will be a snare to you."
(Deuteronomy 7:16)

Why did God drive out the people of Canaan?
"After the Lord your God has driven them out before you, do not say to yourself, 'The Lord has brought me here to take possession of this land because of my righteousness.' No, it is on account of the wickedness of these nations that the Lord is going to drive them out before you."
(Deuteronomy 9:4).

Judah:
Unable to drive the people from the plains because they had iron chariots.
Benjamin:
Failed to dislodge the Jebusites.
Manasseh:
Did not drive out the people.
Asher:
Did not drive out the people and lived among them.
Naphtali:
Did not drive out the people, but made them forced labor.
Zebulun:
Did not drive out the Canaanites, but did make them work.
Danites:
Allowed the Amorites to keep them from their land.

As we will see...this is big trouble!
