Tax-collectors were Jews who collected taxes for the Roman government. The Jews did not like it that the Romans were occupying their country, so they did not like the tax-collectors.
wealthy
Zacchaeus showed his good heart by giving half of what he had to the poor and offering to make it right if he had cheated anyone.

"For the Son of man came to seek and to save
what was lost."
