Herod was perplexed (confused, bewildered, uncertain) when he heard what was happening!
(Luke 9:7-9)

Herod had beheaded John the Baptist!
(Matthew 14:1-12)
But, some people
 said John the Baptist had been raised from the dead.

This was not the same Herod who tried to kill Jesus in Matthew 2:16.
